1. INTRODUCTION
The federal republic of Nigeria has received a loan of US$60 million equivalent from the international fund for agricultural development (IFAD) toward the cost of the livelihood improvement family enterprise project- Niger delta (LIFE-ND), and intends to apply part of the proceeds to payments for the following consulting services and procurement of goods under this program.
