INVITATION TO TENDER FOR DEVELOPMENT WORKS AT HAZANACITY IBADAN UNDER A PRIVATE SECTOR PARTICIPATION (PSP) SCHEME

1. BACKGROUND
SmartCity PLC, a company registered with the Corporate Affairs Commission (CAC), specializes in real estate, infrastructure development, and emerging technologies. The company’s flagship project, HazanaCity, redefines modern living with a mixed-use development spanning over 70 hectares in Osogbo. Designed as a “Work, Live and Play” hub, HazanaCity blends smart technology with eco-friendly designs to create an innovation-driven community offering premium residences, workspaces, and cultural experiences.
To ensure transparency, competition, and value for money, HazanaCity invites qualified firms and/or consortia to submit Request for Qualification (RfQ) and Proposals (RfP) for the development of designated segments of the estate. Successful proponents will finance and develop the infrastructure and buildings under a Finance, Build & Transfer Agreement, with profits from the developed units shared between the developers and HazanaCity.
