INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR THE SELECTION OF PREFERRED BIDDERS FOR THE ESTABLISHMENT OF GAS-FIRED INDEPENDENT POWER PLANTS FOR THE CLEAN LAGOS ELECTRICITY MARKET

1. BACKGROUND
Lagos the most populous city in Nigeria and the African continent has a population of over 20 million, making it the largest metropolitan area in Africa as well as the financial center and the economic hub of Nigeria.
As a result of the large population, the state faces pressing energy challenges due to its urgent need for sustainable alternatives to the supply of energy from the national grid which is inadequate for the entire country. The total energy needs for the state is more than 6GW of electricity while what is being supplied from the existing discos is less than 2GW at peak period. The state is hereby making available 4 (four) hubs for the establishment of gas-fired power plants that will be sited near the already existing discos sub-stations in the state.
