INVITATION TO TENDER
The National Assembly Service Commission hereby invites interested and credible companies with verifiable track record of performance to tender for the following contracts under the 2025 Capital and Recurrent budgets:

2. GENERAL REQUIREMENTS
Interested contractors are expected to submit the following documents:
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC);
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025;
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2025;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors issued by Bureau of Public Procurement (BPP) valid till 31st December, 2025;
g. Company Audited Accounts for the last three (3) years (2022, 2023, and 2024);
h. Evidence of Financial capability from a Commercial Bank indicating willingness to provide credit facility to execute the contract if need arises;
i. Company profile with the Curriculum Vitae of key staff including their Academic/Professional qualifications;
j. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including award letters, Valuation Certificates and job completion certificates as appropriate;
k. A Sworn Affidavit disclosing whether or not any officer of the National Assembly Service Commission or the Bureau of Public Procurement (BPP) is a former or present Director, Shareholder or has any Pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
l. For supply of motor vehicles: Only companies included in the National Automotive Design and Development Council (NADDC) approved list of local manufacturers or their authorized representative should bid for the vehicles.
m. For ICT Jobs: Evidence of firm current registration/accreditation with Computer Professionals Registration Council of Nigeria (CPN) and National Information Technology Development Agency (NITDA).
3. COLLECTION OF TENDER DOCUMENTS
Upon payment of non-refundable Tender fee of Ten Thousand Naira (₦ 10,000.00) only per Lot, interested Contractors are to collect bid documents from Procurement Division in Room 1.17 on the first floor of the Commission’s Office Complex at Plot 664 T.O.S. Benson Crescent, off Ngozi Okonjo-Iweala Way, Utako District, Abuja.
4. SUBMISSION OF TENDER DOCUMENTS
Technical and Financial Bids should be submitted in two (2) separate envelopes clearly marked “Technical” and “Financial” and put in a big envelope addressed to the Executive Chairman, National Assembly Service Commission, Plot 664, T.O.S. Benson Crescent, off Ngozi Okonjo-Iweala Way, Utako District, Abuja. The envelopes are to be dropped in the Tender Box in Procurement Division, Room 1.17 National Assembly Service Commission Office Complex. Submission of bids closes by 12:00 noon on the 23rd June, 2025.
5. OPENING OF TECHNICAL BIDS
Only the Technical Bids will be opened immediately after the deadline for submission at 12noon on the 23rd June, 2025, on the ground floor of the Commission’s Office complex. For further enquiry, please contact the Procurement Division in Room 0.18 Ground Floor of the Commission’s Office Complex.
6. GENERAL INFORMATION
a. Bids must be in English language and signed by an official authorised by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. Bidders should not bid for more than two (2) lots;
d. All costs will be borne by the bidders;
e. Bid documents can also be collected in soft copies and bidders can submit through post (courier services);
f. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of unsuccessful bidders will be returned un-opened;
g. The Commission is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liability to the bidders in accordance with section 28 of Public Procurement Act 2007.
