INVITATION FOR PRE-QUALIFICATION AND EXPRESSION OF INTEREST FOR THE IMPLEMENTATION OF 2025 CAPITAL AND ZONAL INTERVENTION (CONSTITUENCY) PROJECTS

(1.0) PREAMBLE
The National Institute of Construction Technology and Management (NICTM), Uromi, Edo State, a Federal Polytechnic was appropriated funds in the 2025 Budget appropriation Act. The budget covers provision for goods, training and empowerment, and construction activities to be executed in various parts of Nigeria under Capital and Zonal Intervention (Constituency) Projects. The various activities are grouped into LOTS under works, goods and services. Accordingly, the Institute hereby invites interested and qualified Contractors / Suppliers / Service Providers to submit pre-qualification documents for the execution of projects as listed below:

(2.0) DESCRIPTION OF PROJECTS
(2.1) A: WORKS

A1 Ongoing Construction / Provision of Auto Diagnostic workshop and Equipment Centre.
A2 Ongoing Construction /Provision of Bungalow for lecture/classrooms
A3 Ongoing Construction/Provision of Perimeter Fencing of (1.7KMS X 1.7 KMS) at Perimeter Site Phase 2. Of Drainage, Walkways and landscaping in Nictm, Permanent site.
A4 Construction of road network in Nictm, Permanent site.
A5 Construction/Provision Of Drainage, Walkways and landscaping in Nictm, Permanent site.
A6 Procurement of Earth Moving Machines/ Equipment (Buldozer, Water Tanker and Tipper.)
A7 Construction of Six (6) Classroom Blocks with Office and Toilet for Secondary Education in Iguedodo in Orhionmwon Local Government Area, Edo State.
A8 Construction and Installation of Solar Street Light in Idum-Ekumtak, Mbube Ogoja LGA, Cross River North Senatorial District, Cross River Street.
A9 Construction and Rehabilitation of Roads in Idumemalua Iruekpen and other Locations in Edo Central Senatorial District.
A10 Aspalting/Culverting and Rehabilitation of Afashio/Iyora.
A11 Ongoing Construction of Solar Street Lights in various Government Institutions in South West Lot 1 & 2.
A12 Ongoing Construction and Installation of All in one –Solar Street in Government Schools in Asa and Olanparun Lot 1 &2.
A13 Ongoing Construction of Solar Street Lights in Selected Tertiary Institutions in South West Lot 1 & 2.
A14 Aspalting/Culventing and Rehabilitation of Roads in Afashio and Afowa Communities in Edo State.
A15 Ongoing Installation of Solar Street Lights.
A16 Ongoing Completion of Police State Station in District Community in Ogburo Community in Osun West Senatorial District.

B1 Ongoing Procurement of 3Nos Motors Vehicles.
B2 Provision of Solar Powered Borehole in Bebuombayeghe–Bawop Community Boki-LGA. Cross River Central Senatorial District.
B3 Provision and Installation of Solar Powered Lights Abakpa-loseddy Street Ogoja LG.A, Cross River North Senatorial District.
B4 Installation of all-in-one Solar Street Light in Okama Agana Communities in Adoni LG.A in Andoni/Opobo Federal Constituency of Rivers State.
B5 Provisions of School Furniture for Selected Schools in Okrika/Ogu-Bolo Federal Constituency, Rivers State.
B6 Provisions for School Furniture for Selected Schools Obowo, Ehime Mbano and Ihitte Ugboma Federal Constituency, Imo State.

SECTION C 

C1 Study of Empowerment Materials for the Provision of Deep Freezers and Generators Sets to Women and Youths in Kano Central Senatorial District, Kano State.
C2 ICT Training on Artificial Intelligence (AI) and Internet of things (IOT) for youths in Akoko-Edo Federal Constituency, Edo State.

(3.0) ELIGIBILITY REQUIREMENTS
Interested and qualified Contractors / Suppliers / Service Providers are required to submit the following documents for evaluation:
(a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2024;
(c) Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
(e) Evidence of Regional Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
(f) Evidence of Reevaluation on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or valid Certificate issued by BPP;
(g) Sworn Affidavit:
 Disclosing whether or not any officer of the relevant committees of the National Institute of Construction Technology and Management (NICTIM), Uromi, Edo State or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to conduct that all information presented in its bid are true and correct in all particulars;
 That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
 That the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
 That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
(h) Company’s Audited Accounts for the last three (3) years – 2022, 2023 and 2024, duly acknowledged by the Federal Inland Revenue Service (FIRS);
(i) For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMS):
(j) Services: Evidence of Firm’s current registration with relevant regulatory profession body(ies) such as Training: Evidence of Firm’s current authorization accreditation by the Centre for Management Development (CMD);
(k) Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility in the executive of the project when needed;
(l) Company Profile of the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
(m) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(n) Works: List of Plants Equipment with proof of Ownership/Lease Agreement;
(o) Only Companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
(p) For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
(q) ICT Jobs: Evidence of Firm’s current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development System (NITDA).
(r) Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
(s) For Joint Venture Partnership, Memorandum of Understanding (MOU) should be provided indicating among others the Legal Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
(t) All documents for submission by parties transmitted with a Covering/Forwarding letter under the Company’s Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities Of the Director of the Company at the bottom of the page, duly signed by the sub-contractor officer of the firm.
(u) Note, that Contractor should hold for at least two lots with the same company profile.

(4.0) SUBMISSION OF PRE-QUALIFICATION DOCUMENTS AND EXPRESSION OF INTEREST (EOI).
All Tenderers are to submit Pre-qualification documents EOIs for each of the Lots desired in two hardcopies, each packaged in sealed envelopes and clearly marked “Invitation to Pre-qualification” or “EOI” and addressed to:

Uromi, Edo State.

The top left-hand corner of the envelopes shall bear the name of the Project/Lots for which you are applying and the reverse of each sealed envelope shall bear the name and the address of the bidder. The documents shall be dropped in Tender Box Marked “TENDER 2025” in the Procurement Unit not later than 12:00 noon, Wednesday, 14TH May, 2025.

(5.0) OPENING OF PRE-QUALIFICATION DOCUMENTS AND EXPRESSION OF INTEREST (EOI)
The EOI and the Pre-Qualification documents shall be opened immediately after the deadline for submission at 12:00 noon, Wednesday, 14TH May, 2025, at the Institute’s Rector’s Conference Room in the presence of Observers, Bidders or their representatives.

(6.0) GENERAL INFORMATION
(a) All submitted documents shall be referred to relevant agencies for verification
(b) This advertisement shall not be construed as a commitment on the part of the Institute to award contract to any contractor, nor shall it entail any Contractor/supplier submitting documents to claim any indemnity from the Institute
(c) Arrangement of Technical documents, the hard copy should follow in the order of the list indicated above and should have a table of contents indicating the pages where the items could be found. Failure to comply with this directive will result to disqualification of the bidder.
(d) All costs will be borne by the bidders;
(e) Bidders can also submit through Post (Courier Services);
(f) Works and Goods: Only pre-qualified Successful bidders at technical evaluation will be invited at a later date for collection of tender documents;
(g) Services: Only shortened firms will be invited at a later date for collection of Request for Proposals;
(h) The National Institute of Construction Technology and Management is not bound to pre-quality any bidder and reserves the right to annual procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
