The Nigerian Electricity Regulatory Commission (the Commission) is an independent regulatory agency established by the Electric Power Sector Reform Act (EPSRA) 2005. The Commission had issued a Meter Asset Provider Regulation (MAP) designed to fast track a closure of the end-user metering gap with a goal of eliminating the practice of “estimated billing” unless in the exceptional circumstances envisaged under the said regulation.
