Primus Deus Consults is a health systems consulting firm founded by professionals with many years of experience the health care and health system consulting; our team has been involved with the successful design, implementation and management of large health care programs including HIV care and treatment programs, Malaria, maternal and child health programs and immunization programs.

Health Systems Diagnostics/Assessments and Strengthening: We support our clients with performance diagnostics and assessments of health systems – including recommendations on how to improve and strengthen; and baseline assessments for projects, to identify areas for improvement that will make the most impact on health systems strengthening and also serve as starting points for monitoring and evaluation of projects for our clients and partners.

Operations research and Evaluations: We support organizations with rigorously and methodical processes to assess the impact of implemented interventions, projects, programs, and policies. We also work with both government entities and partners to brainstorm appropriate solutions to optimize impact. This improves the effectiveness of projects, programs and policies by strengthening the capacity of our clients and partners to make evidence-based decisions that create impact in alignment with their mission and objectives.

Capacity Building: We support with 3rd party capacity building on behalf of our clients. This includes training for project managers, health care workers, service delivery point personnel etc across the entire health value chain from process improvements to guideline revisions: MNCH, HIV, Vaccines, TB, Hepatitis, and Laboratory services.

Logistics Support:
We provide an integrated approach to sample transport across disease samples. We work with our clients to review existing sample transport systems, identify potential gaps and revise such systems to ensure better effectiveness and efficiency.
We support with logistics for trainings and events ensuring that funds passing through our firm is paid to vendors, participants etc as negotiated with clients.
Market Intelligence: We support organizations with data to help them make better decisions about where and how to use their resources and minimize risks involved with new markets or products. This also includes providing data on health products within Nigeria.
Product Registration: We help register products – diagnostics and drugs (and provide registration value chain services) with responsible agencies within Nigeria

Team Lead: Justus Jiboye is the lead at Primus Deus Consults, a reputable advisory services firm based in Nigeria, with offices in Lagos and Abuja. He has a proven track record of delivering outstanding results in Project management, Health Systems diagnostics, and performance improvement. An avid reader and facilitator, he believes in continuous capacity building for better performance for project managers and service delivery point personnel.

Dr. Jiboye has more than a decade of work experience, using a business-minded approach in program planning, large and complex grants and budget management, program monitoring and evaluation of health interventions, health systems strengthening, strategy planning and execution; multi-platform data collection for program and market intelligence, analytical skills, diplomacy, and partner management. He has worked at the global level providing support to more than 10 lower-middle-income countries and in Nigeria both nationally and sub-nationally providing support to the Ministries, Departments, and Agencies across multiple disease programs. He routinely provides advisory services to companies in both – therapeutics and diagnostics in the health sector.
He is a medical doctor and holds a master’s in public health and health services research from Newcastle University.
